No. The app works fully on your phone. Sign in with Apple only if you want backup and sync to a second device.
Yes. Capturing, notes, costs and building the PDF all work with no signal. Backup resumes when you are online again.

DwellCase is a documentation tool. It does not give legal advice or decide who is at fault, and nobody can promise how a record will be treated in a dispute. It helps you show what was documented and when.
On your iPhone first. If you turn on backup, in private storage in the EU, under GDPR. There are no ads or trackers, and you can delete your account and data in the app.
